“When Love Surges” is a 1984 single by American singer, songwriter, and guitarist Jules shear from his 1984 EP Jules.

Shear wrote the Cyndi Lauper hit single “All Through the Night” and The Bangles’ hit “If She Knew What She Wants” along with “Whispering Your Name” which became a hit for Alison Moyet.

I cannot believe I never knew this song and I had never heard the name Jules Shear before (well, not consciously…). Great song, great remix with the sound of the drums reminding me of New Order´s “Confusion”. I LOVE it. And I am struck with disbelief that he wrote the three songs you mentioned which I absolutely love. How could I miss that?

Song And Dance!! I’m really happy that you love this song too! It has always been a favorite of mine. You are absolutely correct on how the drums do remind one of “Confusion” by New Order. John Robie did assist Arthur Baker on that 12-inch, so it seems appropriate. Also, the trickling sound takes me back to another Robie production for the studio group, C-Bank and the song “Get Wet.” The more you follow an artist you can hear influences they bring into a lot of their productions. Steady was such an amazing song. IIRC, Amiee Mann saw it on MTV and that led to their infamous relationship.
